Agreed. It all boils down to public policy makers and the pace of reforms. There is certainly need to create an enabling environment both in terms of development and/or upgrading of existing infrastructure as well as investing in more capacity for STEM subjects. The anticipated deficit in tech personnel in under a decade should be the determining factor in guiding the process to achieving these performance indicators.
